A full 36 years ago, then-Senator Biden was forced to quit his first presidential race when voters realized he would say just about anything to get elected—including fabricating and plagiarizing compelling stories about his background. (Back then such behavior was not punished by expulsion from Congress.) The latest game of hard ball is occurring in the home state of Republican Gov. Ron DeSantis, and that’s probably not a coincidence.

Regular readers know that Joe Biden has been avoiding debates with rivals. Readers are also familiar with the White House power play to move Biden-friendly South Carolina to the top of the Democratic primary calendar while demoting New Hampshire, where Mr. Biden ran poorly in the 2020 primary.
